OKOA Nairobi Leaders Push to Dissolve County Government Over Looting and Service Collapse

Nairobi, September 4, 2025 — Pressure is mounting on Governor Johnson Sakaja after a group of leaders under the Kenya Bora Tuitakayo (KBT)/OKOA Nairobi banner launched a campaign to dissolve the Nairobi City County Government, accusing it of massive corruption, mismanagement, and a complete breakdown in service delivery.

Led by activist and 2027 gubernatorial aspirant Cyprian Nyamwamu, the group painted a grim picture of the capital city, describing it as “a garbage capital where taxes are collected but services have collapsed.” From overflowing trash and clogged drainages to unpaid bills and alleged looting of billions, the leaders said Nairobians have been betrayed by the very people entrusted to serve them.

“It is time to send the Governor, his deputy, and all the MCAs home,” Nyamwamu declared. “We shall immediately begin consultations across all 17 constituencies and 85 wards to collect signatures for the dissolution of the entire county government.”

According to figures cited in their statement, Nairobi’s financial position is dire. The 2023/2024 budget projected revenues and expenditures of Ksh. 42.29 billion, yet the county reportedly carries pending bills of Ksh. 118.32 billion — nearly three times its annual budget. “In simple terms, NCCG is insolvent,” Nyamwamu argued, adding that to clear its debts the county would have to shut down for three years, collecting taxes from residents without providing any services.

The movement further alleged that over Ksh. 120 billion has been siphoned out of county coffers since Sakaja took office in September 2022, funds they claim were partly shared with senior figures in both UDA and ODM to shield the governor from impeachment. To hold the administration accountable, OKOA Nairobi announced it has commissioned a fraud audit in collaboration with the Office of the Auditor General, with the aim of suing for recovery of the missing funds.

But beyond financial accountability, the group is also calling for grassroots citizen action. They urged Nairobians to start identifying alternative leaders, particularly young men and women of integrity, to run for MCA, MP, and other positions in the next elections. They also encouraged residents to form Citizens Accountability and Service Delivery (CASED) Committees in every ward — modeled after civic assemblies introduced by former Makueni Governor Kivutha Kibwana — to monitor governance and demand transparency.

Nyamwamu also appealed to city voters to register in Nairobi rather than traveling upcountry, stressing that their political strength lies in voting where they live and work. “People power is greater than the people in power,” he said, in a rallying call for Nairobians to reclaim control over their county.

The statement did not spare President William Ruto and opposition leader Raila Odinga either. Nyamwamu accused both of sabotaging efforts to impeach Sakaja, alleging they had “activated their powers of corruption” to keep him in office. He further warned against attempts by political elites to amend the constitution before the 2027 elections, instead calling for faithful implementation of the existing charter.

“What the country needs is not another BBI-style amendment,” he said. “What we require is Tekeleza Katiba — faithful implementation of the constitution. A National Constitutional Conference after the 2027 elections would allow citizens, not politicians, to review and refine devolution.”

As the city braces for another political showdown, OKOA Nairobi’s move signals the beginning of what could be a high-stakes battle over the future of devolved governance in the capital. With dissolution on the table, fraud audits underway, and a fiery call to reject both UDA and ODM in 2027, Nyamwamu and his allies are setting the stage for a bruising fight that could reshape Nairobi’s political landscape.
