Stephen Kivuva Masai’s Sex Scandal Rocks Coast Water Works Development Agency

A notorious and vulnerable finance officer at Coast Water Development Works Agency is one verge of plunging the graft-ridden water agency into more trouble over his love escapades.

The latest is a sex scandal pitting Stephen Kivuva Masai, the Deputy Director in-charge of finance. He has severally been earmarked as an overzelous sex pet, who spares no skirt within sight.

Kivuva,who is also part of the merciless cartel ring at the agency is now romantically involved with an assistant accountant identified as Abijah Karanja.

She is staff number 283 and an accomplice of Kivuva in many illegal transactions. She is the trustee of Kivuva and most of the corruption dealings pass through her, they have acquired some appartment especially at Tudor area and even drives high end cars.

The grapevine at CWWDA is further revealing that Kivuva has promised Abijah all manners of heaven-including travel opportunities and investments in the hotel industry.

All this with a target to seal a permanent access to the cookie jar, despite having many other call girls on his speed dial.

His love scapades are often financed by corrupt dealings, with the latest a ksh.1.5 million tender deal involving a security company (Northwood Security services ltd.) which was eventually single sourced.

The company was flagged by the Public Procurement Regulatory Authority (PPRA) over lack of a National Industrial Training Authority (NITA) certificate which is often required to demonstrate skills and qualifications in specific trades.

More revelations on Kivuva’s dealings have linked him to three more scandals including supply of stationery and processing of irregular payments to firms associated with board members.

Violating the Public Procurement and Asset Disposal Act (PPADA) in Kenya can result in serious consequences, including debarment from future procurement processes, fines, and even legal action.

The Act aims to ensure fair, equitable, transparent, and cost-effective public procurement and deviations from its provisions can disrupt this process.
